Palm Beach County, Florida’s Mobile Syringe & Health Service Program
The purpose of FLASH is to provide syringe exchange services to any person who uses syringes, provide harm reduction and other services to people who use drugs (PWUD), and reduce the spread of infectious diseases in Palm Beach County.

Syringe Exchange
One-to-one exchange. Let us properly dispose of used syringes and provide you with sterile supplies. Let us help you protect your health and reduce the spread of infectious diseases.
Free HIV & HCV Testing
Confidential and Anonymous testing. Onsite education available. For those who test positive, we offer immediate linkage to support and treatment services. You are not alone!
Recovery Support
You decide. Our Harm Reduction Specialists and Peer Specialists are onsite to listen to you. They will help you understand and connect with available resources.
Provider Referrals
Medical, Behavioral, Treatment and Medication Services. Anyone seeking assistance with a mental health or substance-use disorder has the option to connect with the appropriate services and/or treatment. Basic wound care is available on Mondays.
Covid Response & Vaccine Navigation
Informed choice. We are providing access to Covid prevention and response resources. Providing accurate information and answering questions helps combat misinformation and allows participants to make the best choice based on their individual situation. We offer navigation to anyone seeking vaccine services.
Community Education
Overdose Prevention & Response. We provide Narcan (Naloxone) to members of the community and demonstrate how to respond to suspected overdose.

FLASH Participant Rights:
Participate in the FLASH Exchange Services Committee which guides service delivery, new program initiatives, culture, and various programmatic guidelines.
Remain anonymous/confidential throughout their participation in the Exchange Program (Some services may require some personal information to be collected and reported but not without prior written consent.) FLASH participant data is covered under HIPAA and is treated as Protected Health Information protected under Federal and State Law.
Legally exchange used syringes for new syringes as participants in the FLASH Exchange program. This right is protected under state law, Infectious Disease Elimination Programs Act and Palm Beach County Ordinance.
Receive equitable access to and delivery of services while being shown dignity and respect regardless of race, ethnicity, sex or gender expression, sexual orientation, national origin, religion, socioeconomic status, medical status, or literacy.
Receive services without being threatened with violence (OF ANY KIND PERCEIVED OR REAL), inappropriate language or actions, or any other behavior participant perceives to be harmful.
Voice their concerns and/or grievances with staff, or FLASH Exchange Program Director.
